Traditionally, the Wisconsin Department of Public Instruction offered annual conferences for federally-funded programs (i.e., special education and Title I) for district and school staff throughout the year in various locations across the state. School and district staff have shared with the department their interest in stronger integration across federally-funded programs, and the department further recognizes the need to maximize the time spent with district and school staff during DPI-sponsored face-to-face events.

In response to this feedback, the DPI replaced the following three annual conferences with this coordinated and collaborative event:

  • Summit for Addressing Disproportionality;
  • Title I Innovation, Implementation, and Sustainability Conference
  • State Personnel Development Grant Event 

Event Goals

  • Celebrate the successes of Wisconsin districts and schools that are closing gaps for students.
  • Connect Wisconsin educators who are leading for equity, using data to make decisions, and focusing on inclusive teaching and learning.
  • Provide technical assistance to districts and schools identified under ESEA and IDEA.
  • Increase the coherence of and extend professional learning offered through the Wisconsin RtI Center, the Disproportionality Technical Assistance Network, the 2017-18 WOW Series, and Wisconsin’s professional education organizations

Target Audience/Who Should Attend

Teams, including family and community members, responsible for systemic change resulting in improved achievement, particularly for students of color, students with IEPs, economically disadvantaged students, and English learners. 

Staff who are responsible for improvement efforts under:

  • ESSA | focus and priority schools,
  • IDEA | districts identified as “need[ing] assistance,”
  • IDEA | districts identified as having racial disproportionality in special education
  • State Professional Development Grant | participating schools
  • IHE faculty and students

Wisconsin State Performance Plan (SPP) Indicators Addressed

  • Indicator 4B: Suspension & Expulsion Rates: (B)Percent of districts that have: (a) a significant discrepancy, by race or ethnicity, in the rate of suspensions and expulsions of greater than 10 days in a school year for children with IEPs; and (b) policies, procedures or practices that contribute to the significant discrepancy and do not comply with requirements relating to the development and implementation of IEPs, the use of positive behavioral interventions and supports, and procedural safeguards.
     
  • Indicator 9: Disproportionality in Special Education: Percent of districts with disproportionate representation of racial and ethnic groups in special education and related services that is the result of inappropriate identification.
     
  • Indicator 10: Disproportionality in Special Education: Percent of districts with disproportionate representation of racial and ethnic groups in specific disability categories that is the result of inappropriate identification.
